Article IV: 1. Nothing in this Treaty should be construed in the sense that it infringes on the inalienable right of all contracting parties to develop the research, production and use of nuclear energy for peaceful purposes, without discrimination and in accordance with Articles I and II of this Treaty. The ITC has developed interactive educational tools for anyone who wants to learn more about the threat posed by nuclear, chemical and biological weapons. Several independent international commissions have played an important role in forming expert recommendations in the form of action plans for nuclear disarmament. These committees include the Canberra Commission on the Elimination of Nuclear Weapons, sponsored by the Australian government in 1996, the Tokyo Forum on the Proliferation of Weapons of Mass Destruction (WMD), sponsored by the Japanese government in 1998. 24 September 2005: The IAEA finds that Iran is not complying with its protection obligations after almost two years of inspections of its undeclared nuclear activities. In February 2006, the Agency referred Iran to the UN Security Council, which adopted three sanctions resolutions against Iran over the next two years. IAEA investigations into Iran`s past and current nuclear activities are continuing. In 2011, the Libyan government of Muammar Gaddafi was overthrown during the Libyan civil war by a military intervention by NATO forces under UN Security Council Resolution 1973. Gaddafi`s fall, eight years after Libya`s disarmament, where Gaddafi said he was ready to abolish Libya`s nuclear program, has been cited repeatedly by North Korea, which sees Gaddafi`s fate as a “cautious story” that influences North Korea`s decision to maintain and intensify its nuclear weapons program and nuclear arsenal despite the pressure of denuclearization.    In 2007, Washington reports suggested that the 2002 CIA reports that North Korea was developing an enriched uranium weapons program that led North Korea to leave the non-proliferation and nuclear weapons regime would have overestimated or misread the secret services.     Apart from these press allegations, however, there is some information in the public records indicating the existence of a uranium application. In addition to the fact that North Korea`s first deputy minister, Kang Sok Ju, at one point acknowledged the existence of a uranium enrichment program, musharraf, then President of Pakistan, revealed that the A.Q.
Khan broadcast network had provided North Korea with a series of gas centrifuges for uranium enrichment. In addition, press reports have quoted U.S. officials as saying that evidence obtained during the dismantling of Libya`s weapons of mass destruction programs indicates that North Korea is the source of Libyan uranium hexafluoride (UF6) – which, if so, would mean that North Korea has a uranium conversion plant for the production of raw materials.  Article I: Any nuclear-weapon State (NWS) undertakes not to transfer nuclear weapons or other nuclear explosive devices to recipients and not to assist a non-nuclear state in manufacturing or acquiring such weapons or devices. On 6 October, the Norwegian Nobel Committee awarded the 2017 Nobel Peace Prize to the International Campaign to Abolish Nuclear Weapons, underscoring its importance as a leading civil society player in efforts to ban nuclear weapons in international law. The award was seen as a rebuke to nuclear-weapon States and their allies who oppose the Nuclear Weapons Ban Treaty.
